The soundtrack is not finished. The musical is a work in progress and now that it is being readied for the stage, there are the some tweaks John and Stephen are making to it, I think this has caused them to delay to the CD version to make sure these changes are reflected.
If you check back on that press conference they had a month ago they both raved about how much Susan Booth (the director) was helping refine the show.

No, there will not be any CD for sale at the Atlanta shows, it's not done yet.
